I do and am doing this little baby in about 6 weeks:
Simply 75 miles of nice rollers, followed by 30 miles with 8000 ft. of elevation gain and not much on the downhill side during it.
Who wants to join me, there are guys giving up their tickets now. I am riding with a group of about 5 guys and hoping to average 15.5 mph to the top.
Come on guys there is nothing like training in the hills.
The biggest hill I have here to climb in central Illinois is called Mt. Illini (aka - the local highway overpass)
That's exactly what I figured Portland would like, year-round: Drizzly and dark. But that ride looks awesome. Notice no one had a triple, and that little side-widing back-and-forth across the lane move works! What struck me too is that is what 18%-20% climbs actually looks like. It doesn't "sound" like much, but it is. I hear Euro-trash cyclists at my crits talk all the time about, "Oh, and we had 15% climbs the whole time!" (And they are talking about the flat prairies of north Texas.)
What's also crazy is comparing these 15%-20% to the Alpe d'Huez. Depending on where you start, the climb up Alpe d'Huez is 13km-14km (about 8 miles) with an average gradient of 8% and ascending ~1,800m/5,900 feet.
I couldn't find a hill profile of this Portland climb, but the Alp d'Huez profile looks sick and it's mostly 8%-12% so I can't even get my mind around 20%

Pantani climed Alpe d'Huez in 37:35 (record, but he was on EPO) and Lance was off by only 1 second in the ITT in '04. That's 13.88 mph avg up that mountain!
sooner, a painful (and gorgeous) climb...constant up, up, up! i'd like to do it someday.
on the video, that was a coincidentally epic day to match the ride, wasn't it?
there was one guy in the video on a MTB with a triple, but you can also see some of those guys did the ride on SS too (i'd heard fixie, but couldn't see them in the video)...walk much? hurt much on the next day?
i couldn't find all the grade %'s either...i bet someone has loaded a gpx file somewhere...i'll see what i can dig up
the weather is looking good for saturday, so no epic weather for the ride...i'm not in shape for it so i'm tempted to do it, but hesitant to even go there without any prep

On another note...they really need to permit this event. 500-700 cyclists riding steep grades, speeding through the city....not safe. With a permit at least they could have certain roads and corners blocked off for safety. Did you hear about the guy that T-boned the car at 40+mph? Seriously messed up.

~ 19 miles, 6,500 or so vertical feet.
The first 6k are through a quarry with several spots over 20% and one stretch at the end hits 25%. And that wasn't around a switchback, it was a straight 100yard or so section of road right about the 6k mark. Then a real short downhill just to let the lactic acid build a little more in the legs and then it's a steady 18k or so climb up to the top, holding steady at 5-8% with the last 3k at 10% or so. Took 1:50 minutes for me to reach the top!

I like the hills, too, and will be doing Horribly Hilly Hundreds 200K again this June. Maybe not as bad as the Portland thing, but 10K of climbing in 125 miles is a decent dose. My time to beat is 9:15, which is what I did 2 years ago.

Sadly, there were two accidents...I think you're right: a permit may be necessary, hopefully that doesn't kill the ride off.
